the watering lawn ban has nothing to do with this. There was a water shortage. There is no bandwidth shortage. And there is never going to be a bandwidth shortage because basically it is a virtual and you can't run out of virtual stuff. Throttling and setting caps is a very bad idea because now the companies are starting to become all about themselves and saying screw the customer. They are screwing us not only by caps and what not but by giving us smaller packages with more exspensive prices. Basically if you use a computer other then just email, you dont know how much your going to download each month. It is completely random. I say shame on the companies that throttle and set caps. It does not cost them more money for someone to have more bandwidth, just another plot to make more money. GREED.
