 <title>Release Notes: What Exactly Is a Personal Computer?</title>

In 1999, if I asked you the same question, the odds are good that you’d have shown me a grey box in your den. In 2005, you would probably have shown me a shiny new notebook. But, as I sit here in 2009, I’m finding it difficult to answer this seemingly simple question.&lt;/p&gt;
&lt;p&gt;Sitting on my desk, I have four extremely powerful computing devices, each with its own strengths and weaknesses. Let’s decide which of these are personal computers together.&lt;/p&gt;
&lt;p&gt;Machine A features four CPU cores, and a host of GPUs and coprocessors. Machine B is more modest, with three CPU cores and a decent GPU. Machine C is even more modest, with a dual-core CPU, but a woefully inadequate GPU. Machine D pushes a lot of its workload onto dedicated processors, but still sports a dedicated GPU.&lt;/p&gt;
&lt;p&gt;So, what’s all this powerful hardware? A home-built gaming PC, an Xbox 360, a Lenovo X200s notebook, and an iPhone 3GS.&lt;/p&gt;
&lt;p&gt;The gaming rig and the notebook clearly fit the classical definition of a PC, but what about the iPhone and Xbox 360? I’m not sure. Let’s see if we can figure out what gives a device its essential PC-ness.&lt;/p&gt;
&lt;p&gt;In the old days, it was safe to say that an Intel CPU and a Microsoft OS made your computer a PC. But now other types of hardware and software are gaining ground on the WinTel duopoly. What makes my machines PCs is that they’re &lt;em&gt;platforms&lt;/em&gt;—constructs that allow me to run software that does what I need, assuming it follows the basic rules of the platform. Network connectivity is key, as well. Without a connection to the net, computers are much less valuable. For the most part, I use my four PCs to browse the web, communicate with friends, play games, and work.&lt;/p&gt;
&lt;p&gt;Does the Xbox 360 meet my essential PC-ness test? It’s definitely a platform that I use to play games and watch video, and it’s connected to the Internet. However, it’s a locked system, so I can only run Microsoft-authorized software on it and connect Microsoft-authorized hardware to it. I can’t write a word processor for Xbox 360 because Microsoft wouldn’t let me run it. Clearly, the Xbox 360 isn’t a personal computer.&lt;/p&gt;
&lt;p&gt;The iPhone is a tougher question. It’s a closed platform, but there are mechanisms that let me run apps from a finite, but very large pool. The device is net-connected 24/7, and I find myself using my iPhone for many of the tasks that I once exclusively used a PC for. This is a new class of device that we call the smartphone—but I’d be hard pressed to describe a more personal computer than the one that I carry in my pocket with me everywhere.&lt;/p&gt;

 <title>Download of the Week: Kindle for PC</title>

 <description>&lt;!--paging_filter--&gt;&lt;p&gt;It&#039;s a pretty slick deal of Amazon to open up its Kindle library to devices beyond those of the company&#039;s handheld book readers.  But just because the Kindle software has gone multi-platform doesn&#039;t mean that it&#039;s a sure winner.  No, it&#039;s the ease-of-use and almost iTunes-like functionality of this simple e-book reader that makes it a great piece of software for your desktop or laptop PC.  &lt;/p&gt;

&lt;p&gt;You can&#039;t do very much with Kindle for PC aside from read books purchased through Amazon&#039;s extensive library--which, in itself, makes sense.  You wouldn&#039;t really want &lt;em&gt;another&lt;/em&gt; piece of software to read PDFs, right?  Joking aside, the one thing this software does, it does well.  Grabbing new book titles from Amazon is as easy as logging into the Web site, hitting download, and waiting for the book to quickly refresh itself in your Kindle for PC home screen. Your collection of digital novels appears as the front covers of each title, and you can sort this list by the order in which you downloaded the e-books, their names, or the author&#039;s name.&lt;/p&gt;
&lt;p&gt;The actual book-reading process in Kindle for PC is as simple as the physical process of flipping pages.  Use your mouse to scroll up and down throughout your text, and add bookmarks to passages you find particularly interesting by clicking in the upper-right corner of the page (sure beats folding the corner down the ol&#039;-fashioned way).  You can change the font size on a whim and even select just how many words you want to appear on each line--the &lt;em&gt;thickness &lt;/em&gt;of the e-book, as it were.  Amazon is looking into allowing you to create customized notes in future versions of Kindle for PC, one of the few features missing from this simple piece of software.&lt;/p&gt;

 <title>Processor Shipments on the Rebound with Record-breaking Growth</title>

According to a fresh report by IDC, &lt;a href=&quot;http://news.cnet.com/8301-1001_3-10393190-92.html?part=rss&amp;amp;subj=news&amp;amp;tag=2547-1_3-0-20&quot;&gt;CPU shipments in the third quarter of 2009 increased 23 percent from the previous quarter, which is a new record for sequential growth.&lt;/a&gt; The increase in shipments was accompanied by a 14 percent sequential increase in revenue. The sales of PC processors in the quarter helped generate $7.4 billion in revenue.&lt;/p&gt;
&lt;p&gt;Mobile CPU shipments grew 35.7 percent in 3Q09 to bail the industry out from what is now a receding crisis. The Intel Atom processor merits a special mention as it led the industry&#039;s comeback during the quarter. But the low average selling price of Atom processors meant that the record growth in shipments did not quite translate into record revenue.&lt;/p&gt;
&lt;p&gt;&amp;quot;While Atom processors led the PC processor market to reach record unit shipments, on the revenue side, their low average selling price led to notable price erosion, more than 7 percent.&amp;quot; said Shane Rau, director of semiconductors for personal computing research at IDC.&lt;/p&gt;
&lt;p&gt;&amp;quot;The market&#039;s growth has been due to shipments of inexpensive Atom processors being sold into markets like China, which is being stimulated by government incentives there,&amp;quot; said Rau.&lt;/p&gt;

 <title>AMD GPU Shortage Causing Product Delays amongst PC Vendors</title>

 <description>&lt;!--paging_filter--&gt;&lt;p&gt;An ongoing shortage of AMD GPUs has forced PC vendors to delay their shipments by about two months to the first quarter of 2010, claimed a Digitimes report, citing unnamed sources at PC vendors. Both &lt;a href=&quot;http://www.digitimes.com/news/a20091105PD213.html&quot;&gt;the 40nm ATI Radeon HD 5000 series and 55nm ATI Radeon HD 4000 series GPUs are said to be in short supply. &lt;/a&gt;&lt;/p&gt;
&lt;p&gt;The shortage of the 40nm ATI Radeon HD 5000 series is being blamed on Taiwan Semiconductor Manufacturing Company&#039;s inability to keep pace with the demand due to low yields. On the other hand, the dearth of 55nm GPUs is due to the fact that they no longer figure prominently in AMD’s plans.&lt;/p&gt;
&lt;p&gt;The report further claims that AMD has delayed the shipment of “its ATI Mobility Radeon HD 5000 series (Manhattan) GPUs for notebooks to the first quarter of 2010 from the originally planned fourth quarter of 2009.”&lt;/p&gt;

 <title>Is Windows 7 Going to Boost Mac Sales?</title>

Apple need not be fazed by the launch, though, if Broadpoint AmTech analyst Brian Marshall is to be believed. &lt;/p&gt;
&lt;p&gt;According to his analysis of previous Windows releases, a Windows launch has no negative bearing on the sale of Macs.  <title>PC Won&#039;t Stay On</title>

I’ve done some troubleshooting myself and I’ve gone through the wire diagrams and everything seems to be plugged in right. However, it doesn’t sound like my hard drive is turning on. I was hoping you had some ideas before I try a new hard drive. I’ve already put in a new power supply but that didn’t change anything. Any ideas?&lt;em&gt;&lt;br /&gt;&lt;/em&gt;&lt;/p&gt;

&lt;div&gt;The PC shutting down directly after powering it up may be the result of a short circuit somewhere in the system. Since you tried a new PSU, it’s possible the plug that you’re connecting to the PSU is shorting it out, causing it to turn off. So, unplug everything in the system—especially those Molex auxiliary fan connectors and hard drive power connectors—except for the main power connector, ATX 12V, and your GPU, and try powering it up. Another common problem is the board shorting out from a badly placed mount. If you put more than nine board mounts in your case and you used only nine screws to screw it down, the extra mount(s) could be the issue. Finally, check the CPU heatsink for a solid connection and verify that the thermal paste is still in place. If the thermal paste has “pumped out” or the heatsink is not making firm contact, the CPU could be overheating and shutting down. Finally, make sure that the main power connector and ATX 12V connectors are firmly plugged in. If it still fails, you may indeed have a bad board.&lt;/div&gt;

 <title>PC Market Sees Sequential Growth for the First Time in Six Months</title>

Global shipments were up 1% over the first quarter to 67.2 million units. This is the first increase in six months. It’s not all roses though; sales were still down 4.3% from Q2 of last year. However, going into the end of the year, sales are expected to stay strong in part due to the October release of Windows 7.
