My 7870 clocks to 1150Mhz pretty easy and the memory can clock all the way to 1450Mhz. The 1150Mhz is surprisingly a conservative overclock and it doesn't get any hotter than normal on fullscreen gaming. However the feature that the R9 270x has the 7870 lacks is the Boost feature.

I'm thinking going from my 7870 Black Edition Ghz Edition to a R9 290x would be a more marked improvement.

If so, which chip is the 270? the 7870?

Yeah happens all the time, The card Nvidia just announced is just a rebrand as well.

Correct. The R9 270X is a rebranded 7870. Powercolor even had a Devil 7870 a couple months ago. They just changed the text on the box.
