IBM is investing heavily into research. What a novel concept! Wait, IBM has always spent a ton of money on research. After all, it is the number one company for patents in the world. As for semiconductors, IBM probably spent the same amount of money in the past 5 years in research as it said it is going to in the next five years.

This is a bit of a non-article. "We're trying to build smaller transistors" and that's different than the last 40 years, how?

It's different because they've been saying that transistor size is reaching it's lower limits. This announcement shows that IBM believes that 7nm is still very possible.
