Someone had attempted to send me a virus in a zip-file. This has been attempted before by other people. The first time, avast! 4 Home Edition caught the file. This time around, avast! did not catch the virus and I had to use VirusTotal to find out it's some trojan. Only Microsoft's and one other anitvirus detected it.

I know who sent me this file and I'd like to report them to the proper authorities, however I do not know how in the world to do that. The only thing that I know is the person's email address and one other friend might know who he is.

If i get the zip-file again, it's going right into quarantine, virus labeled or not. I'll send it to as many security software companies to try and get their stuff to identify it. However, i would like to know how to report someone to the authorities.

I googled "Report Virus Authorities" and didn't find much. Almost all of the results looked like they would give me a trojan, but there was a link to Avast's site. On the Alwil Virus Report Form one of the questions is 'Did you report the virus attack to the authorities?", but it doesn't actually say how. Maybe someone else could shed some light on this.
Oh, by the way, you said you know who sent it, but do they live closeby? Cause if you know the asshole who did it, why don't you just call the cops and say they were trying to "plant surveillance devices" on your personal property.

About the only place it can be reported to is the persons ISP. Something to keep in mind, it is possible that the persons PC is infected as well and acting as a "bot". They may not be aware themselves.

You aren't going to be able to report anyone just based on the e-mail address.

E-mail addresses can be spoofed, computers can be hacked, computers can have malware on them, etc. There are too many variables to consider for an ISP to take any action on a person.

I would add the person to your block list so they aren't able to send you e-mail.
