After upgrading to XPSP1 supported USB 2.0 Host Controllers still display an exclamation point in device manager and do not function.
RESOLUTION
Remove the unknown device from Device Manager and choose “Scan for hardware changes.” The USB 2.0 Host Controller will be correctly detected and installed.
5. Help! My Mouse and other USB devices aren’t responding now
After performing a clean install of the service pack USB devices show up as “unknown device” in Device Manager under Universal Serial Bus Controllers.

Other advice from NeoWin Support:
Remove all USB drivers.
Cold Reboot.
Then all of your USB drivers will reinstall themselves.
