I had presario 900 laptop that would not boot from my usb sandisk 8gb stick. I tried the microsoft dvd/usb creator tool , but failed. I used win2bootic, which also failed. Boot priority was done in bios , but to no avail. Finally I tried to boot to dos/win98 which gave me access to the usb drive only, not the laptop's drive (175 GB). Then I tried Rufus which worked instantly.

Rufus is my choice to make a bootable USB drive as well. I have no idea about your other approaches. I have used the HP tool, USB Format and Seagate's USB Boot tool and found Rufus the least irritating for me. Glad it worked out for you.
