I'm confused as to whether it is necessary to use the Samsung Magician software to set aside over-provisioning areas on this drive or not.

This article suggests the drive has 256GiB (that is, would read in Windows base-2 as "256GB"--GB=base10, GiB=base2) of NAND onboard, but that some of it is tucked away (hidden by the controller, not anything that could be revealed by Windows or Samsung Magician) for spare area.

Samsung Magician is suggesting that I set aside another 10% of the viewable capacity (which is 233GiB in Windows without any additional changes).

Is such a set-aside necessary? It sounds like the drive already has spare area, or is that just the TurboWrite buffer?

I'm sorry if I wasn't clear.

Does that drive already have over-provisioning set up (without changes in Samsung Magician--that is, out of the box) or not?

Yes. If the storage space is not a power of 2, chances are it has overprovisioning already done.
