Getting a new tower, old one is from 1999 /: so pretty much anything is an upgrade!

Have to keep it under $400!

Only thing I really care about is the graphics card. I play a lot of games and want to be able to play on the best or as good as a $400 computer will get me graphics. Been looking at the Dell inspiron 660's. Would also like to get something I could possibly stick a nice graphics card in down the road later that gives me the possibility to do so.

Top 3? What are some suggestions?

Anything with an AMD APU. Anything else and you'll have graphics suitable for a 2004 rig. Or you can try to find a used computer.

Go for AMD APU for your graphics card and go for a cheap case and parts that are not being used that much.
