I have two hard drives in my computer and both have Windows 7 Installed. I am trying to delete the Windows files in my secondary hard drive to free up space for other data, but every time I try to do so it tells me I don't have permission to do so. I already changed the folder ownership and set the permissions to allow me to have full control over the folders but still I am unable to delete the folders.

You might have the boot sector on the second drive, or a page file. Windows 7 can do that if you had both drives working during the install. You can check this by disconnecting that drive you want to format and see if windows will boot up on the drive your wanting to keep windows 7 on. If it boots o.k. then disconnect the drive your keeping and connect the drive you want to format and use the Ultimate Boot CD. There are several disk wiping programs you can choose from to wipe the drive with

You just need to burn the .iso you download to make a bootable cd disk, set the bios to boot from your cd drive as the first device. Pop in the disk and boot up your pc. If you do not have anything to burn an .iso or have never burnt an .iso boot disk, you can get Image Burn for free

Oh sorry, I forgot to mention I want to keep the other data so reformatting the drive is not what I wanted to do.

The Ultimate Boot CD also has a program called Parted Magic. You can use the Shred program on Parted Magic to delete anything you like, your not running in windows so nothing about windows will prevent you from deleting anything you want

You could always take out the files you want, then format the drive.
