Build:
i5 2500k
Gigabyte Z68 UD3H
Gigabyte 6950 OC
OCZ 750W ZS
16GB Corsair Vengence
WD Blue 500GB
Samsung DVD
Cooler Master 212 Evo
Cooler Master HAF 932

Has been running fine without the video card. Got the new card, installed. Had some trouble getting the fans to spool up but got it to run. Took board out to install CM 212 Evo, installed, rebooted. Power on...5 sec later the board begins to buzz loudly. Kill power. Noted the fans not working on GPU, pulled it and rebooted. Booted fine with no buzz. BIOS shows CPU temp at 24C. Reinstalled GPU and booted. Loud buzz again. Killed power. Pulled card, successful boot. Inspected card..no apparent issues visible. Reinstalled. Hit power switch..nothing...at all. Completely dead. Won't power on with or without card now.

I've built a few computers and I've never experienced anything like this. RMAing card back to NewEgg. System is less than a month old and had been running well. Board fried? Power supply give up the ghost? I'm open to any and all ideas.

Have you checked for any stray standoffs? If everything worked in your old case, you might have missed one. It is entirely possible that the card was defective from day one, as you posted that you had trouble getting the fan to spin. Unplug the PSU from the wall and let is sit a few hours, remove the motherboard from the case and check the standoffs. If they are all okay, reset the CMOS, and try and power on the system.

:EDIT:

I just realized that all you did was swap coolers, still check for something shorting the board to the case. Could be the cooler bracket.

Thanks nsvander....went home and pulled the board. All the standoffs were secure and in the right place. Checked the cooler bracket and the insulating material was in place and no scratches or tears that I could see that would allow metal to metal contact.

Hooked the power supply up to the board and everything was still dead. Will return the ps and see if the board is shot. Just reread your response..I didn't reset the CMOS when I tried the board again last night. Would the board/ps still act dead if I didn't reset (short) that?

The gpu is on it's way to the Egg...fingers are crossed.

Take a paper clip and jam it into the green and black socket of the 24 pin connector. It should short and trigger the psu to manually turn on. Its basically how the power switch trips the circuit on your motherboard for your motherboard to tell the psu to turn on.

Thanks a "million"..(sorry, couldn't help myself.) Looks like I'll be startling the dogs with some sparks tonite. Cool trick..thanks. Should indicate whether the problem is with the board or maybe. This will help me narrow down the problems.

Sorry for the late followup. Board was toast, GPU was toast. Did the GPU fry the board? Probably. Went with new ASUS Z68 V-Pro Gen3 board. New Egg sent new Gigabyte 6950 oc. Everything is just screaming along now. 6950 is out of stock at the Egg otherwise I'd try another for X-fire. New Egg and MicroC were great with the returns.
