 Post subject: New FiOS installation has upload problems, please help

Not sure if I should put this in networking forums or not, but the problem seems to be limited to my PC since a hardwired laptop does not have this issue.

I have a hardwired connection to my PC. When I use any speedtest site, my download speeds are about 15.3 mbps which is what we pay for. The upload speed, however, is stuck around 0.4 mbps when it should be about 5.0 mbps. On my mother's laptop, hardwired, her speedtests read 15/5 like they should. My ping is usually around 15ms if that helps at all. Below I have posted the information displayed after using "ipconfig /all" if it is any use to anyone for help me.

So far, I tried switching the ethernet cables, tried different ports on the back of my new router, rebooting the PC, resetting the router, enabling flow control on my onboard LAN port, unchecking QoS Packet Scheduler, booting in safe mode with networking, turning off antivirus and realtime protection (I use ESET), disabling the firewall, accepting all cookies in IE, and reducing as much security options as possible in IE to be as unsafe as possible :roll:. Those are all the things I can remember trying so far.

Any ideas on what might be throttling the upload speeds?

Other info: Mobo: MSI P6N SLI w/ NVIDIA nForce 10/100/1000 Mbps (I checked for latest drivers too)
Intel Core 2 duo

Ask me for any more info that might be relevant!

I get 0.7 upload on my phone while tethering, which is more than the FiOS somehow.

Fixed the issue by reformatting and upgrading to Windows 7. *shrug*

It was probably an issue in the registry or in the TCP stack. There are many settings in Windows under the hood that could have cause that and usually resetting the TCP stack will fix that just in case you see it again.
