I have a Dell Inspirion 9300 that wont let me install Ubuntu. I get to where it asks what keyboard layout I want and then I hit next and it just keeps working and working for hours and will never go past that screen.

I can boot to ubuntu through the dvd and it works fine but wont install.

I burned another dvd in case it had become damaged in some way but same thing.

I assume you're at the GUI portion.

The screen after where you're talking has to do with where you're going to install to. Have you created a free partition for ubuntu to install to or were you planning on resizing through the install?

I was planning on having ubuntu to take up the whole drive. XP is currently installed but it's borked. Won't get past bios. I don't have the restore discs and I'd rather have ubuntu on their anyway.

Perhaps removing the partitions before hand would help then, since you're looking at wiping anyways.

I'm not sure what you mean by your not able to get past the bios though. You've already said the CD is booting, so you're getting past that.

How would I do that?

And i meant if I tried to boot to xp it would go past the bios than a blank black screen.

There's a partitioner in the livecd. You could also use one of many HD utilities also. I typically recommend gparted.
