Crysis is back to low FPS. No other driver has been installed manually or automatically. Its exactly the same as before the clean install of CCC.

Go into the bios and check the voltages for the psu. They should be 3.3 volts, 5 volts and 12 volts within a tenth or two of a volt either way.

Thanks Nasty here are the results from the BIOS.
I monitored these for about 30 seconds each and the min and max readouts had various other voltages in between them.

(MIN - MAX)
VCORE voltage: 1.264 - 1.296
3.3v voltage: 3.312 - 3.360
5v voltage: 4.864 - 5.017
12v voltage: 11.851 - 12.033

Well, they seem to be running right where they should, so the psu is good. It isn't the video card because you had it checked out by the vendor and manufacture. The driver was installed correctly. The next thing I would do is call the motherboard company and explain the issue and the steps you have taken to correct it. It may be a bad chip on the motherboard that is causing the issue. You may get a RMA from them to send it in to be repaired or replaced.

Did you look for bad caps?

If you have any of these your board needs to be repaired or replaced.

Capacitors are all fine as far as I can tell. I did yet another clean install of Catalyst 11.3 and Crysis is ok again.
Still glitching and having artifacts though. Is there a motherboard performance testing software?

Ran a 6 hour long diagnostic test with 'Hot CPU Tester Pro 4 light Edition'.
Everything came back with "finished without error".
However light edition doesn't enable some things like chipset and L1 and L2 cache tests etc.
Perhaps the problem lies there.
