I found couple great MAC address spoofers for Windows 2000, XP and 2003.

SMAC: Windows GUI version, so POWERFUL, but so easy to use! Can't believe it I changed my MAC address within seconds!

SMAC-CL: Command-line (console) version of SMAC, can be fully automated by scripting! Pretty intuitive, but a very powerful tool.

I can think of so many applications for these tools!

It looks like some yummy spam. It is a pay for program they do have an eval but it looks to be time bombed or stripped. He must own stock in the company

Not to mention that I can't really think of a legitmate reason someone would want to change their MAC address on their computer, especially through the use of some ram eating program that most likely roots your box so some spammer can use it as a maildrop. Now, illegitimate reasons, I can come up with a couple, not the least of which is that your host has blocked your connection cause you're sending too much spam and your MAC is being used to tell you are you :)
