This is an old Win98 system. Made boot disk, when start from that I get 3 choices:
1 Start computer with cd-dom support
2 start without cd-rom support
3 view help

Choosing either of the first two brings me to a command prompt. I type in
format C: /s as the help file directs me to. It gives me a warning about erasing data. Then it starts to check for bad sectors, gets to 6% and then stops and tells me that I have insufficient memory. There is 192 Mb of Ram and the 4 Gb hard drive has 1 Gb empty.

How can I format?

Don't remember formating ever checking for bad sectors unless you specify that..and it sounds like you're not.

You sure you're not leaving a step out in there??

That is something that fdisk would do though.

Exactly where did you get this bootdisk from??
