On my laptop with WIndows 8.1, with Start8, and using the touchpad (and in the desktop mode) - while in Internet Explorer (or Firefox), if I move the cursor too far to the right, it brings up the charms bar on the right and a clock in the lower left corner. Very obtrusive. I know I can then click on the screen and make them go away, but is there anyway to disable them? I tried disabling the Corner Navigation in the PC settings, but that didn't help. Any ideas?

I'm willing to bet whatever Microsoft did with 8.1 is screwing up all the classic shell replacements.

I would uninstall Start8 first and make sure the corner navigation setting actually works.
