Surprise! You shut down your computer to clear settings and start a fresh session. Nope, does not work that way. Win8 shutdown is actually a modified HIBERNATE restart with a file remembering your settings. Wha' ? Yeah, me too. In order to do a real shutdown and start a cold boot, you have to do a restart!
This little gotcha can cause untold grief. You shut down and do a boot from another drive and you get "disk drive errors" that need to be fixed. Your USB is acting strange so you shut down (and even turn off the power) but the USB still is not working right when you start up again.
Why? Win has a little box that is autochecked on install called "Turn on Fast Startup" cleverly hidden in the control panel's " change what the power button does" in Power Options. It makes Win8 boot SLIGHTLY faster than a cold boot would but can cause issues.
Uncheck this box and when you shut down the computer and start up, you will be actually doing a cold boot which can cure many a problem that you had when running.

If you restart the computer, it actually restarts it.

I don't know why you shut it down and then power it back on...

Windows 7 had the first inklings that this was going to be the new default. If you go into your power management settings you can change it to do an actual shut down. Most people want a quick boot so MS in all their wisdom changed this to accommodate the masses. Those of us that are power users find a work around like we always have. That's part of the fun IMHO

I rarely ever turn off the computer. I sleep 95% of the time. If I am going away for a few days, then I shut down to prevent kids from easily using machine or from wandering cats on keyboards. If I had issues with something and I wanted a cold boot, I did a shutdown, not knowing that is NOT what I was doing.
Its troubleshooting mode or hardware changes that gave me a lot of grief with fast startup.
