I have put together a new build:
asus P8Z77-V, I5 3570K, 8gb corsair vengence, 120gb samsung ssd
1 tb wd harddrive, 660Ti gpu, windows 7 pro 64 bit.
I have flashed to latest (1708) bios, installed windows,
installed chipset inf driver (from below list of proper
Intel update)

Chipset = Intel INF Driver: 9.3.0.1026
Intel Management Engine Driver: 8.1.10.1300
Intel Management Engine Firmware: 8.1.10.1286
Video = LucidLogix Virtu MVP Software
Lan = Intel Gigabit Ethernet Driver: 17.4

from what I gather, I should install Intel management engine driver,
?? do I need to install firmware?

I don't intend on a home network, just simple plug into my ethernet
port on router to connect to internet. Do I need Intel Gigabit Ethernet Driver?

going to get a quality answer, that response
is unresponsive. Hopefully there is further input
with some information to help.

I wonder if he's taking after me... Oh well.

Should you install the driver? Well yes. You should always install the driver.
Should you install Intel Management Engine? You don't have to. It provides you with more remote access features that anyone in the consumer market probably doesn't need.

Go to https://en.wikipedia.org/wiki/Intel_Act ... Technology if you want to know more about the Management Engine. And no, I'm not going to give you the tl;dr version.
