Does anyone know of a way to level off/boost the audio coming out of a system all to the same level? Basically, what I want is if I set the system volume to 100, then every program plays at 100, instead of having its own individual setting that winds up being less that max. I know that Windows 7 has volume equalization, but that only makes everything that is playing as loud as the currently loudest sound, and doesn't make things level over time.

I just can't see how you can determine what the current volume level of the file is and then adjust accordingly on the fly without some sort of info in a header (for a lack of terms) in the file...

I haven't done any serious testing but Smart Volume from Creative works. I never get the extremely loud Youtube video or something of that nature to blow out your ears.

It's listed at the bottom here and yeah you probably need to buy a soundcard.
