Looks like this happens if you have Skype 'extras' enabled, and EasyBits GO is used for Skype games. I must have opted out of Skype 'extras', because I didn't realize such a thing existed.

Removal instructions here

Definitely unpleasant when you tell a program 'no' and it doesn't react accordingly, but this appears to have little or nothing to do with the sale of Skype to MS.

If anyone has experienced this and wants to get rid of it, please reply back whether or not the removal instructions linked above clear things up for you.
