In Windows 7, most applications use the standard Aero setup for this. However, there are some who do not (Chrome, Steam, among others). Because of my screen's resolution (1920x1080), the system fonts are larger. That caused the window buttons to increase in size, except for those apps that don't use Aero. So, the question is: any way to force apps to use those bigger buttons?

I don't believe so. Usually that stuff is linked to the system DPI. You said the fonts are bigger... you could always tweak the DPI?

Drat. To clarify, I want the bigger fonts. Trying to read on a 16" 1080p screen at 100% (as opposed to 125%) is painful. It was just the irritation of clicking "minimize" on an Aero-aware app and wanting to keep clicking "minimize" (to quickly get some windows out of the way), but running into an app like Chrome where the buttons aren't the same size that prompted my question.

Found a fix for Chrome. This forces Aero on Chrome, so the buttons are the right size! Don't know about other apps (e.g. iTunes), but Chrome was the big one.
