I would like to buy one for its portable options and use it for an mp3 player. Does it come with a flip up screen or is there a small screen that i can buy, Can i connect an external passport hard drive that i use just for my music to it.

From the options I've seen, these are barebones, and there's several versions with different CPU/mobo/port options.

It looks like you will have to install your own harddrive, memory and OS. These don't come with screens, but you should be able to hook this up to available monitors, or even your TV. Before your buy, thoroughly research the one you're interested in to see what it requires.

Since this will probably be running your own OS, playing your own mp3s would be easy, just fire up the mp3 player you installed.

As mentioned, these are barebones kits and require some additional hardware and software before they're usable. But if all you're doing is media related stuff, just slap on Linux (Ubuntu, XMBC, or something) and fire away!

Also yes, you could use your passport if you wanted. This could save money on storage at least.
