Maximum PC

I've been trying to figure out a new cell phone for a few weeks now and thought I'd ask for help. I am getting out of my $70 a month contract and going to something new. I really like the idea of using skype. An unlimited skype subscription is $30 a year, plus an online number of $60 a year gives me all the connection to people I really need for $8 a month, EXTREMELY better than my current phone plan.

However, I can't carry my laptop with me everywhere and don't want to spend $300 on a cell phone that can use skype, so I need a cell phone that can be used for emergencies only. I need something with like, 100 minutes a year that would never expire, and can be used from anywhere.

Is there anything like this available? I cam close with STI Mobile, but with no roaming availability, if I break down while traveling I'm out of luck...

Any advice?
