The time has come for me to get a new phone. I wanted a droid x, but I cannot pay for the monthly data plan. So, you might ask, why would you need a android smartphone without a data plan? The answer is simple. Next year I'm going to a Magnet high school that specializes in Information Technology. I get my A+ certification, oracle database programming experience, java experience, ect. In short, everything I will be doing will be connected to the internet, but I also will have times that I need to access the internet from a personal device. Wifi will be available pretty much wherever I go, so a $30 data plan is unnecessary, as well as expensive. I want an android phone that I can activate, without a monthly data plan. As a second priority, I would like a nice phone. I have saved up enough money to pay up to and around $200.

(Please don't tell me to get a tablet. I also need a new phone, and I'm not getting 2 things.)

The Droid's are only being offered by Verizon and they will not sell the phone without a data plan. You can buy an unlocked Droid Milestone (GSM - AT&T/T-Mobile) for around $450. Keep in mind if you use AT&T you won't have 3G as the bands are not compatible.
