that's a phrase. i guess it's in line with some of the job questions i've heard -"do you have 5 years experience using windows 2003 server?" back in 2004...

This looks like a job requirement and like a malformed thought by the hiring manager which somhow made it into the job posting... definitely not a question.

It's problematic to ask other people how they answer that question. We use a similar question in our hiring practice and it's specifically included to see:

1) The applicants ability to communicate technological concepts.
2) At what level of technology experience the applicant migrates to. We're trying to weed out the "I have a lot of computers in my basement" from the "I've been working on methods to script 'x' across a domain" crowd.

Out of the context of your job application (or even the position for which it's related) it seems wacky. We don't even know what aspect of technology the answer should be focused on.
