 Post subject: HELP !!! pc build stuttering

so i recently built my own gaming pc but the problem is that while im playing games all of a sudden everything start to stutter as though the frame rate has dropped to 1 fps
after a few seconds thing go back to normal but eventually it happens again
and i hear a buzzing sound through my headphones/speakers whenever this happens

my system specs are:

i7 2600k
evga gtx 580 sc
corsair vengence RAM 16 gb
western digital caviar black 2 TB HDD
Gigabyte G1.sniper 2
cooler master silent pro 1000w psu
and some LG optical drive

i really need help because i cannot stand this issue

The info about the buzzing was helpful, because that tells us that it was not just the GPU being affected.
Does this happen in only a few games, or in all the games you play?
1FPS is unbelievably slow. You are more likely getting 5~15FPS during the stuttering.
Have you checked your PC for viruses?
Is your PC updated?
Do you have the latest drivers?
Does this happen on games from Steam or on Minecraft, or just on games that require the CD in the drive?
If it only happens when you play a game that requires the CD, then your drive needs replacing. If it happens on Steam games/Minecraft/Local games, then we can cross that component off the list.

ya it might be around 5-10 fps
and so far it happens on all games I've tested
just cause 2
gta 4 and episodes
also i noticed it happens right after it loads a new section or level of a game
if that's helpful
nvidia drivers at the very latest
bios settings have been reset
windows updates installed
ill do a full av scan and see if things get better
none of my games are run or installed from disk
yes all are local and most are steam games
anything else ?

Lessee. Can you swap out your GPU for another card? If you don't have problems there, then we know it's the GPU. If nothing changes, then we know it probably isn't the graphics card.
Next, defragment your hard disk. You are using a WD Caviar Black, which may (I don't know for sure, gonna have to ask Jbaz (another user)) have the problems of the Caviar Blue series. For defragmenting, I recommend Iobit's Smart Defrag. Fragmentation doesn't USUALLY cause stuttering, but if it is extreme, it will.

sadly i have no spare graphic cards to test that out but i can try to see if removing it and placing it back will help
i did a full AV scan and no viruses were detected and it didnt help the issue
i'll do a defrag with the built in windows 7 utility and ill try the derangement program u suggested if no improvement is seen
and recent usage has shown that the stuttering and noise issues also occur with youtube videos within loading the first 5 or 6 seconds
which confuses me even more but hopefully that gives some useful info
also i was playing minecraft today and the stuttering do not occur during gameplay (sometimes) but is extremely severe when loading the launcher (sometimes)
[while i was typing this i launched minecraft and i usually play with a 256X texture pack and i had this terrible glitch where all the block becan white and all i could actually see in the game was the lighting and shadows (i have screenshots if needed) which i never got on my old laptop which sadly leads me to believe it might be the GPU at this point]

You need a new cooler on that GPU at the least. At the most, you need a new GPU.
You only have problems when you are doing something that stresses your GPU.

I know this hasn't been addressed yet but
have you cleaned the dust bunnies out of that 580 lately?

that's a pretty new card to be acting up like this. not saying it couldn't be faulty and it should definitely be under warranty.

also, 16gb of ram did you check your mother board voltage going to the slots to make sure you have adequate power? if its 1.65 volt and you have them set for 1.5 it could cause some glitches as its undervolted and I could imagine some scenarios where the system could lag from that. Not claiming it is the issue just a what if thought to check in the bios vs the ram requirements.

one last thing i want to add before we finalize that the gpu might be the problem
i recently tried my games whithout putting my headphones on because i wanted to test out the problem again and what i noticed is that i was hearing noises coming from within the case too
the gpu was almost silent and at normal temps (40-50)
but as i moved closer and open up the case i noticed that there was significant vibration from the HDD
then i defraged my hard drive as you had suggested
(mid-typing this i launched just cause 2 for a quick test and noticed no more issues and then launched gta 4 for another test)
my god... the lagging and buzzing has ceased
hell even on youtube vids
*gasp*
i also just launched gta episodes and had no problems
i am stunned it was such a simple solution, i was beginning to lose hope
but seriously thank you so much for the suggestions and help, i really dont know what i would have done and you were the only person that replied so once again thank you i really appreciate it :)

i'll check that out right after this post and also a question since you're talking about RAM
i do a lot of video editing on programs that require ram previews and i would like faster previews and such
do you recommend overclocking my memory and if not then what other ways may i improve performance
i believe I've read that latency is another way but i don't know how to adjust that
any tips would be helpful

typical "overclocking" of ram is done in your cmos
you adjust your timing to get the speed you want out of the multipliers
depends on your motherboard, and the ram you have
this is where your budget ram dies, and gamer ram that is 3x the price
you find out why when you start hitting higher rates and speed

but this would be better addressed in the overclocking section of the forums where there are many
with more experience in this than myself.

from the sound of your previous post, a little house keeping has gotten you back on track

It's worth remembering these machines need very little upkeep but they do require some! And its builds if you neglect it for a while.
