Hey, I'm running a i7 860 with a Hyper 212+, and I just installed a second fan on it. At idle I'm getting 30-32C, and with prime95 running I get 40-55C. Should I be safe to OC, and what to?

Yes, those are very safe temps. I would OC up to but not exceeding about 70C

Okay, thanks. I have one more question though, I'm using speedfan to see the RPM of the two fans I put on the CPU (both on mobo, rest of fans are going to my fan controller). One fan (I assume the main fan) isn't going higher than 1200 RPM, and I KNOW that the Hyper 212+ default fan can go up to 2000 RPM. My second fan isn't going past 780 RPM, and it's a rocketfish from best buy so I'd think it would be going faster (the page for it on BB says it can go up to 1200 RPM). I looked in my BIOS and there isn't an option to increase the fan speed anywhere I can see (Asus motherboard), and speedfan says they're at 100%.

What do?

Modern CPUs are extremely hard to ruin with high temps. They have numerous safeguards in place that will throttle back and/or shut down before permanent damage occurs. Motherboards also have safeties in place. Having said that, there is always the possibility, and the best practice is to increase speeds and temps gradually and then test for stability. Good Luck.

This is true .. until you start bumping up the voltage. It is entirely possible to fry a CPU by pumping too many volts into it despite thermal regulation. As you say, best practice is to bump it up slowly and that generally avoids catastrophe.
