First off, a warning. RAM overclocking does nothing for you. It has no effect on performance, so if you're looking to do this for a performance boost, don't waste your time. If you're climbing the mountain because its there, then great! But you have been warned.

Now, RAM OCing is much more difficult than OCing a CPU. RAM generally has far less headroom. If you're running the RAM at 2.1V, I would leave it there, not go higher or lower, because it'll likely need that voltage to get anywhere and more might kill the RAM.
That said, it's probably going to be best to relax the timings a bit. Try 5-5-5-15 and bumping the memory multi up a notch. Use memtest86+ to initially test whether the RAM is stable, and then if you can boot into Windows, run the Prime95 Blend test for at least 12 hours.

Is there something wrong with the RAM or something? I'm terribly confused.

You only have 1 gb of ram. No wonder it is filled by just browsing the internet.

faster RAM has nothing to do with capacity. Overclocking RAM isn't going to cause less to be used, so don't waste time overclocking it. If you want less RAM to be used, try cleaning up your windows install and getting another 2GB of RAM. But overclocking won't help.

Run prime95. Watch the temps. If it can run it for 24 hrs straight, the oc is good.
