Hi,
I have this setup here:

Gigabyte EP35-DS3L
Q6600 G0
2x2gb OCZ Reaper 800mhz DDR2
2x1gb OCZ Platnium 800mhz DDR2
ATI HD4850
450W no name power supply (safe power or something)
Cooler Master 590
Xigmatek S1283 with a Scythe 140mm 100 CFM fan mounted

Right now I'm running it at 3.4ghz (378x9), 1.43V (CPU-Z is showing 1.344 at load though), the ram is undclocked to 756mhz, 5-5-5-15 timings. I recently upgraded to this processor, (family was upgrading to an iMac so I did a swap, and also took another 2gb of ram). I play mostly FSX and do photo editing. I know I have a huge vdrop right now, not sure why maybe it's because I'm filling all 4 slots of with ram. My temps are around a max of 67C on one core and a low of 60 on another while running Prime 95 small FFT's. Are these temperatures normal? (Maybe the AC MX2 wasn't applied properly). What should be the next step for me? When they say the max voltage for the Q6600 is 1.5V, is that in the bios or in windows? (not that I would go much higher with these temps).

Those boards are well known for having huge vdroop. They overclock great for cheap budget boards so it isn't much of an issue. I've owned 2 and a DS3R. Always kept my Q6600s & Q9550 between 3.2-3.4GHz. Your temps look fine but you can try reseating the cooler. It looks fine IMO so I wouldn't bother with it.
