What should I use to cut a flame shaped window into the side of my steel case?

Little veag but...... how about a dremel or roto-zip???

Depending on the dimensions of the flames, I think a jigsaw is an excellent tool. Rotary tools, like the Dremel, also work very well, but require a lot more time and numerous bits. I prefer to use the Dremel sparingly -- for finish work and for hard to get to areas, where a jigsaw is impractical.

It would be a good idea to clamp the work piece to a scrap of plywood to prevent warping or bending while cutting.

No mater what you use, you will have to pay special attention to the finishing of the edges. Although a rotary tool has a lot of bits and attachments, I like using files of varying sizes and shapes. Finally, sandpaper to smooth the edge to a clean finish.

The flames are actually going to be pretty small, about 4in tall and 12 in long, gong horizontally towards the back of my case. I think a jigsaw would be to big for this. What type of attachment would you recommend for the dremel?

Nope, not too small for a jigsaw at all. A fine toothed bi-metal blade would work fine. If your choice is a rotary tool, try the large, fiberglass reinforced cutoff bit:

My friend is going to free hand the flames for me. He draws really good car style flames. But good luck with finding a templete. Maybe you could use the DOT flammable symbol?
