This is an exact copy of what I left in the Comport Forum. Sort of runs with what I see here:
<Error: could not locate INF file 'E:\content\win9x\win98se\wsefinish.inf>
The registry is looking for the file wsefinish.inf and not finding it. Thus an error is generated. What is strange is that the registry is looking for the file in your E:\ drive. Looking at your specs your E:\ drive is your DVD ROM Drive.
I don't know exactly what the file wsefinish.inf is, however, definitely (note that it is spelled correctly) a .inf file. This error seems to pop up following updates to Windows 98 that are done with a CD from MS. This link mentions the problem:

Apparently the registry can't find the file because it is directed to look for the file on the E:\ drive. You could do as the second link mentions and delete reference to the file from the registry using regedit and searching the registry for reference to the file. Be damn careful and I would suggest backing up the registry prior to changing anything.
