I'm pulling my hair out with this problem. The problem is that the board will post but the drives won't spin up. So I thought well bad supply tried two others same result. Thought maybe the board is grounding out. So I put cardboard under it and also paper washers. Same problem as before. Took the drives out and put a paper clip in the supplies drives don't power on. Put drives in working machine they work fine. Put power supplies in working machine they work fine. Put board ram and cpu with different power supply and drives everything works. But if I use the drives with any power supplies and the board the board will post but the drives will not spin. All leads on the supply test ok 5.1 volts even when everything is connected.

Finally got it. I put paper washers over the drive screws they were grounded. Don't get it never seen it before but suspecting the customer dropped the case you the frame is just bent enough to cause the grounding problem. I worked two days on this creature.
