Maximum PC

on Speedtest.net I am getting 15.96 Mbps, and downloading files @ 2 MB/s but whenever I am loading youtube videos or twitch.tv streams it takes forever. It will load the first 30s or so of the video fine, but then it stop buffering and won't buffer again until the video plays all the way up until the point it has loaded, then takes about 30 seconds to start playing again.

Anyone have any suggestions on what could be causing this? I have scanned the crap outta my computer for viruses/malware.

I am using a Linksys E2500 router (connected to it with an ethernet cable) and I have a Motorola Surfboard modem. I use Google Chrome but the issue is also present in IE9 and Firefox.

This also occurs on my cell phone when trying to watch youtube videos, however, Netflix and HBOGO load/stream just fine.

Call your ISP and see if they are throttling your downloading.

Sorry, my first sentence was a little confusing. My downloading is fine. Its just Youtube that takes forever to load, to the point of unwatchable, even @ 360p and lower.

Also, recently while watching livestreams (twitch.tv) it has to buffer every 10 seconds or so, this never happened even when streaming 1080p+.

I am thinking it might have something to do with ports? I am pretty bad when it comes to networking issues.

This is on my desktop which is directly plugged into my router. It also occurs on my phone and my wife's laptop (both connected to the same router via Wi-Fi).

Other sites such as HBOGO and Netflix stream just fine.

Try plugging direct into the modem....does it still dl slow? If not, update the firmware in the router and try it again using the router.
