I have the 3500+ with an MSI-K8TNeo2 with 1gb Corsair PC3200.

I am able to get it up to a 2.45GHz and it is completely stable until I put it under a load for more than 10 minutes (system benchmark) and it will shut down.

I do realize that it is PC3200, but shouldn't it be able to handle a bit more than that?

It depends on a couple of things.
Timings, PCB, and also pretty much luck.
You can also change the dividers and up the voltage but thats for advanced OCers.

I did advance the voltage a little, I don't know how to change the dividers or the timming. I looked but didn't do a whole lot of research, but I didn't see anything in my mobo.

Yes.

I need to loosen up the RAM timing a bit. I'm pretty sure that is my problem.

I don't have any time right now with school, but come this weekend I am going on an overclocking binge!
