So could a few smart computer people help me i dont know much more than basic computer building skills (i helped my friend put in a new video card, change the fans, and put in more ram) so would the video card work fine with over clocking {im not planing on OC more than 10%} its ratings says nothing about OC

Welcome to the forums.

Few things:
Are you planning on building yourself, or buying from cyberpower?
What is your budget?
What do you plan to do with the computer? Games, web surfing, etc.

In general, you need the following components to make computer:
*Case
*Motherboard
*CPU
*RAM
*Hard Drive (SSD is optional)
*Operating System (OS)
*Power Supply (PSU)
*Graphics Card (some motherboards include graphics capability - called integrated graphics - so it's "optional" depending on the motherboard) Most computer builds at MPC would include a separate (discrete GPU)
*DVD/BR Drive (also becoming "optional" via obsolescence but I would tend to include one for the time being)
*Keyboard, mouse, monitor, etc.
