Last night I went to Best Buy and bought 2 sticks of Kingston 256mb PC3200 DDR 400 RAM that was on sale. When I got home I installed it and turned my computer on. The thing is, is my computer recognises 1 gig of RAM but it says its running at 320 Mhz. I have 2 sticks of Corsair Value RAM and now 2 sticks of Kingston Value RAM, each are 256 mb.

What is your mobo? Some motherboards will not support DDR400 speeds when all four slots are filled.
