You can cut up videos with 10yo hardware w/ no problems at all as most programs still really use the CPU through the entire process. Video cards are still rooted in giving you a picture and not processing the picture/frames, CUDA or not (CUDA is usually for showing the preview, not the render itself). I can still edit the best on an aged 8-threaded 920 and a sub $200 AMD GPU than I can on something like the 4-threaded 2500K and a GTX670 and all it's shaders. In intense renders I move over to a 12x2 threaded 2011 dually and the graphics card really just sits there.
I saw it mentioned, but the GPU really isn't the computational genius it's made out to be for the most part for creating media. Have to read the nitty-gritty about the software you use (or plan to use) in order to see what is really best to use. I default to Intel CPU and AMD GPU for the most part as a blanket statement. But if you're just chopping up video with an average (below $200) editing program, you'll be fine with anything as they just don't tap into these dedicated set of codes...doing so costs money.
