If you don't expect anything but general traffic, I think you can host your own website with common broadband and Frontpage or the like. I wouldn't do anything else but list your menu (don't take orders), location, hours, and some pictures; but it's very doable for free dude.
From my experience, there's foodies out there that will write stuff up for you. That's good; or it can be bad. Everyone's a critic, and everyone has a blogspot. My favorite joint over the decades just shut down, and it seems fly-by eaters had different opinions than us huge fans that went every morning for over 20 years.
