 Post subject: program for planning screen layouts for Windows applications

I'm using Visual C# to write a program for our company and I know that you basically will draw out the interface on the Windows Form during the design process. But is there an app that you can use to "design" a layout before you actually create it in Visual Studio? Something that will let me create a drawing essentially of what I want with notes, etc, so that when I am doing the actual design in VS, I have a plan to go by. So far I've been using pencil and paper and it gets to be a problem if I change a layout more than a few times.

suggestions?

(It doesn't actually have to write any code, just let me place controls on a window and make notes with arrows, etc, to the controls, and other things like that.)

Honestly, just draw it out in Visual Studio first. It doesn't have to be the project you're working on. You can either snapshot it and give it to your customers or have them test drive a dummy/demo application.

And actually, it's better that you have your customers/end users involved. It doesn't matter how good you think it is, the customer or end user will find something weird about it.
