What are your objectives in learning webpages? Is this for your personal use only or are you looking to develop a skill to use at work? Myself, I use notepad++ as I prefer to manually create pages. I used an older version of frontpage years ago. The color picker was excellent as I recall. Think about what tool that your wife uses. What does she or doesn't she like about her software?

Some businesses will dictate what software is used for creating pages. Dreamweaver seems to be a popular tool. Try googling for webpage creation software. You might have to test drive a few before you find one that you like.

http://www.w3schools.com/default.asp is a good reference and can help you with the basics. Start with static pages and explore CSS and javascript. Moving on to dynamic pages depends on your situation. Firefox with the Firebug add-on is good with javascript.

What kind of "pages"? Use Notepad++ and hand code it, it will look terrible and be difficult to manager otherwise.

If you want to develop web applications, then you have to choose a platform. (PHP, .NET, JSP... Windows, Linux, etc).

You need to learn HTML and Javascript, jquery is also a good idea. You don't need any special software.... Notepad works very well, but Notepad++ has syntax highlighting etc.
