So I was wondering whether Intel would release a low end (i.e. Core i3) Sandy Bridge part that would be overclockable. The only truly overclockable Sandy Bridge chips that I've heard of are the Intel Core i7-2600K and the Intel Core i5-2500K. In your opinion, when will Intel release this and how much would it cost?

I think the 2500K will remain the lowest cost that can be overclocked.

It would defeat the purpose of releasing one or two parts that can be overclocked if they aimed for the entry level price point.

Gone are the days of the Celeron 400s.
