Vaughn: What is the item number?
Vaughn: Sorry for the wait.
Vaughn: And how did you pay?
smokey.robinson: Western Union
Vaughn: Just a moment while I check it out.
Vaughn: Let me send you to the department you need.

Porter: Hello. This is Porter in the Fraud Prevention Group of eBay's Trust & Safety. This will just be a moment as I am reading the previous conversation.
Porter: If you can please just verify the contact info on your account so I know that you are you, I will be happy to discuss the dispute you've opened with you
smokey.robinson: Christopher ***********
smokey.robinson: what other contact info do u need
Porter: I'm sorry, I could have been a bit more specific...your street address please
Porter: thank you...was the payment made by money order, bank to bank transfer, or was it wire transferred?
smokey.robinson: Western Union
Porter: so you wire transferred it then, but not from your bank correct?
Porter: no, it I am not correct or no, it was not from your bank?
smokey.robinson: no it wasnt from the bank I went to a western union station
Porter: I am sorry, but wire transfers and cash payments do not qualify for eBay's buyer protection, that's why it won't let you escalate. Since you paid via wire transfer, please contact the company you used to transmit payment immediately. Western Union can be contacted at 1-800-325-6000. Money Gram inquiries should be directed to 1-800-926-9400.
smokey.robinson: but what do I tell them?
smokey.robinson: Step 3: Submit proof of payment Within 14 days of submitting your claim, an eBay claims administrator may contact you via email, asking you to provide proof of payment. Proof of payment may be provided in the form of a photocopy of the front and back of a money order, receipt, cashiers check, personal check, etc. - whatever form of payment you used to pay for the item. If you paid with a credit card (either directly or through an online payment service other than PayPal), eBay will require proof of denial of reimbursement through the credit card company (if applicable). This will typically be in the form of a letter from your credit card issuer.
smokey.robinson: step three says that it is covered by the program
smokey.robinson: unless you guys are lying
Porter: if you paid through a credit card, money order, check, paypal, bidpay etc..you would qualify..cash and wire transfers do not qualify
smokey.robinson: it says WHATEVER payment used for the item
smokey.robinson: it doesnt say NO WIRE TRANSFERS
smokey.robinson: and I have a recipt
Porter: I'm sorry, you will be unable to escalate it if it was paid by a wire transfer. You may also want to consider filing a complaint with the Internet Fraud Complaint Center (IFCC). The IFCC is a partnership between the Federal Bureau of Investigation and the National White Collar Crime Center. The IFCC will review and evaluate complaints and refer information to the appropriate local, state, or federal agency. Every complaint that is referred by the IFCC is sent to one or more law enforcement or regulatory agencies that have jurisdiction over that matter. You can file a complaint with the IFCC at: http://www.ifccfbi.gov/index.asp
Based on the information you provided, it would also be in your best interest to contact authorities in your area and where the seller resides. At their request, we will gladly help law enforcement with any inquiries they would have. If you do contact a law enforcement officer, please let the officer know that eBay would be pleased to cooperate in the investigation and ask the officer to contact us.
