I purchase a New Dell 20.1 2001FP from ebay. They seller did not have paypal (My stupidity).After 5 days I contacted the seller and he gave me a bogus confirmation from USPS, when I check the confirmation it said it was sent from Kansas City, MO recieved in Kansas City, MO. THis is the second time in in a week I've been scammed. It cause me to not be about to pay for an item I won from a forum member (sorry).
I contacted Ebay and this is how the conversation when:

Porter: so you wire transferred it then, but not from your bank correct?

smokey.robinson: no

Porter: no, it I am not correct or no, it was not from your bank?

smokey.robinson: no it wasnt from the bank I went to a western union station

Porter: I am sorry, but wire transfers and cash payments do not qualify for eBay's buyer protection, that's why it won't let you escalate. Since you paid via wire transfer, please contact the company you used to transmit payment immediately. Western Union can be contacted at 1-800-325-6000. Money Gram inquiries should be directed to 1-800-926-9400.

smokey.robinson: but what do I tell them?

smokey.robinson: Step 3: Submit proof of payment Within 14 days of submitting your claim, an eBay claims administrator may contact you via email, asking you to provide proof of payment. Proof of payment may be provided in the form of a photocopy of the front and back of a money order, receipt, cashiers check, personal check, etc. - whatever form of payment you used to pay for the item. If you paid with a credit card (either directly or through an online payment service other than PayPal), eBay will require proof of denial of reimbursement through the credit card company (if applicable). This will typically be in the form of a letter from your credit card issuer.

smokey.robinson: step three says that it is covered by the program

Porter: if you paid through a credit card, money order, check, paypal, bidpay etc..you would qualify..cash and wire transfers do not qualify

smokey.robinson: it says WHATEVER payment used for the item

smokey.robinson: it doesnt say NO WIRE TRANSFERS

Wow, that sucks. That is why i do paypal only, and i will only ship to confirmed addresses. Too many people have filed complaints and gotten refunds because it was supposedly a scam on there account. Your not covered if you ship to an unconfirmed address...bastards.

It's a good idea never to use Western Union in an EBay auction. There's little recourse should you get screwed.

As for the Protection Program, where are you reading that any payment method is accepted? Right on their Purchase Protection information page, it says:
    The programs do not cover any item paid for using cash or instant money transfer.

I’ve used EBay before works like clock work, win an auction, pay with pay pal, receive confirmation from seller, get tracking number, they wait 2 weeks for USPS to ship it from England.

I found the link where you read that -->HERE.

I agree that the "whatever form of payment you used" sounds a bit conflicting. It's a tough lesson to swallow at that amount of cash paid, but for future reference be sure and thoroughly read all the fine print. In this case, the very first line in the above link points towards eligeable purchases, which goes on to say that cash and money transfers do not qualify:
    eBay's Standard Purchase Protection Program reimburses buyers for eligible transactions where an item was purchased on eBay and either not received or was received but significantly not as described.

Let me step in here, this appears to be the item in question. Clicking on the guys feedback from buyers, he only has 2, one is from Rick. I wouldn't have taken a chance on this. If it was a $20 item maybe, but not $450.

I find it funny, he left you good feedback.

He's an ass.
