Looking through the build I notice the author didn't buy any fans...also noticed the original motherboard fried at the 4G mark... Not for nothing, but I haven't built a machine for overclocking that didn't have at least one fan blowing down on the mobo. Tower CPU coolers are great for cooling the cpu, buuuutttt...the motherboard suffers.
My MSI 870A-G54 (I'm a cheapskate) gets to 58C around the USB 3.0 chip and same temp on the NB heatsink at idle with the case open... could have something to do with the corsair H50...stock coolers blow down, sending at least SOME air to the mobo... a silverstone AP121 gets both temps down to 43C...that's with the 2.8 triple unlocked to quad and running at 3.2 stock voltage.
Somebody spent over 2 grand with the intent to overclock and bollixed the cooling?
FWIW, Newegg has an infrared themometer that sometimes goes on sale for $20...
