 Post subject: Video card upgrade for Dell inspiron

I want to run a new plugin for Photoshop and it requires a video card that supports open GL 1.2. I am looking at a MSI R4350-MD1GD3H/LP Radeon HD 4350 1GB 64-bit DDR3 PCI Express 2.0 x16 HDCP.

Can anyone tell me if they think this will work.
My Dell is an Inspiron 546 and has an AMD Sempron Processor LE-1300 2.30GHz.
4.00 GB Ram
64 bit windows7

I wonder if the psu is up to it, OEMs tend to build on the edge of not working to save money.
