Have you patched the game? When was the last time you updated your video card drivers?

When you say the drivers are the latest, you're not referring to the 12.1 beta drivers are you?

The game is still pretty new, have you checked their support forums for people with the same problem?

The first thing I would do is uninstall all video card drivers, purge the registry (Ccleaner), and re-install the 11.12 driver suite. Are you using the system for anything else while you try to play? Downloading? Streaming? If memory serves, GPU acceleration of Flash content will actually lock the core speed of your video card at 400Mhz.

Isn't this an online game? Have you checked your bandwidth and ping? Run a test @ speedtest.net. Bounce a signal off the nearest server and see what your results look like. Also a good thing to do every once in awhile just to make sure your ISP is delivering whatever advertised bandwidth you're paying for.

Also what exactly do you mean it "stops and stats while playing". Are you talking about your frame rates? Are you using something to measure your fps, something like FRAPS? Or is the program just completely crashing? hiccuping? or actually stopping for a few seconds and then returns to normal render speeds?

In addition to my previous post, once you're done checking the bandwidth make sure that you set the firewall permissions properly.

my band with is 500k bytes a second, only does it on this game, I have no idea what the frame rate is, game does not tell you like WOW, I am running nothing in the background, I guess you could say it "hiccups" every so often, does it more when there are lots of moving things on the screen

drivers are 11.12

Your bandwidth isn't very good for a download speed. What are you paying for through your ISP? What was your ping?

If you want to know the frame rate, you can download and run FRAPS like @JBaz suggested...

http://www.fraps.com/download.php

At this point though, if what you're telling me is you have 1/2MB DL measured by speedtest, I'd say that's likely more of an issue than anything relating to your video card. If you're paying for anything more than that, I'd also suggest contacting your ISP.
