I'm surprised that these governments, with the vast amount of money at their disposal that they have, didn't go for the Quadro 6000-series cards, or at least double up on the GPUs in these machines for SLI computing

Why does it matter, the card you shared has similar specs, at least 448 stream processors depending on which model you look at, and 6GB of memory.  Other models of the Tesla I'm looking at say they have 512 CUDA cores, which I'm not sure how they're different from stream processors, other than that they may be faster for running CUDA programs, which is a big win.  Here, I stumbled across this: http://pressroom.nvidia.com/easyir/customrel.do?easyirid=A0D622CE9F579F09&version=live&prid=757066&releasejsp=release_157&xhtml=true
