From what I read here the Jaguar - upgraded with 6 core processors - is still the fastest at 2.66 petaflops:

I'm not one for being the first to say it, but I'll be the first to say it.  What about using this with Folding@Home or SETI@Home?  We might even be able to find the cure for cancer or discover alien life, respectively...

what os is it running?...windows?

It's almost guaranteed that it's a custom Unix or Linux build. Neither Windows or OSX could handle such extreme power. Unix, and by extension Linux, are made for servers and supercomputers.
