Nintendo Network: DLC, User Accounts for 3DS and Wii U
Nintendo President Satoru Iwata announced a new digital network for the 3DS handheld and upcoming Wii U consoles that will finally bring the company's online operations up to par with its competitors, or so Nintendo hopes. It's called the "Nintendo Network" service, a platform that, among other things, will let gamers grab hold of gamertags. Welcome to the Internet, Nintendo, do stay awhile, would you?
There will be communities and competitions within said communities, sales of digital content, and a personal account system to make it easier for multiple gamers to use a single device. Nintendo's 3DS racing game Mario Kart 7 will be the first to introduce the new online service with DLC sometime "in the near future."
In related news, Nintendo talked about its lineup of upcoming titles, including Luigi's Mansion 2 and Super Mario 2D, the latter of which is a "totally new side-scrolling" game Nintendo views as a key title for the 3DS in the next fiscal year.

so does this mean that dlc isn't tied to a specific 3ds any more? because its annoying.
